(Sigh.) First, Presidents don’t sign treaties, they are ratified by a two-thirds majority vote of the Senate. And the Senate never ratified Kyoto, although they did pass a 95-0 resolution (that’s right, all the Republicans AND all the Democrats) AGAINST ratifying the treaty unless it was greatly modified.
