You’re thinking of the Semey State Medical University (formerly the Semipalatinsk State Medical Institute) which is located near a former nuclear testing site. The University has a medical museum which has a small display of corpses of fetuses and newborn children supposedly deformed by radiation from the tests. (I make no claims of belief or disbelief as to whether their birth defects are natural or not.)
