He looks a lot like my long haired cat does right now. He has had his summer haircut and has long fur only on his head, feet and the tip of his tail. (They call it a “lion cut”.)
I’ve seen Sphinx cats (pretty much hairless) with spots on their skin that would be spots in their fur, but I don’t think tabby patterning goes skin-deep.
