It might be possible with incandescent bulbs, but not LEDs. They are actually off half the time when powered by 60Hz power. If you move your eyes past a LED faster than the ‘persistence of vision phenomena’ you will see a row of dots!
There was a claim that “Cool” Papa Bell, baseball super star of the old Negro Leagues was so fast that he could turn off a light, and be in bed before the room got dark. It actually did happen once because the switch was broken.

I can never sleep with the light on. I’ve always loved the dark. I wasn’t scared of it when I was little and I’m still not scared of it now.
