When you compare the popular votes to the electoral college votes, you would have see that Gore got the most popular votes, 50,999,897 vs Bush’s 50,456,002. There is only three election where the electoral college votes did not match the popular votes: 1876, 1888, and 2000
Also, there is conflict of interest in the court for a couple of people: William Rehnquist (expressed interest in retiring under a Republican administration), Sandra Day O’Connor (had made a public statement that a Gore victory would be a personal disaster for her), Clarence Thomas (his wife help to draw up a list of Bush appointees for Bush), Antonin Scalia (his son work for the firm appointed by Bush to argue his case before the Supreme Court).
If those people have step down from the case due to conflict of interest, the vote would be 1-4 with Gore winning the election with the recount. It was 5-4 vote for Bush.
There is another conflict of interest dealing with the Florida Governor, Jeb Bush, the brother.
I don’t know why the strip is attacking two presidents who were unqualified: Bush Sr. with his resume of non-accomplishments and Bush Jr. with his record of using daddy’s business connections. As for the Bush Jr. being appointed by the Supreme Court, it’s pretty well settled that the election was stolen for Bush, with the fix being in in Florida long before the court cases:
