Okay, first off a loud tv doesn’t blow fuses or trip circuit breakers. Second, in the apartments I lived in as a kid, the fuse box was in the apartment itself. Only once did I hear of one apartment building that didn’t, and that was the one my mother lived in once. The fuse box was in the basement. If this was the case in this strip, the tenant would have gone down to the basement, rather than knock on another tenant’s door.
