Bush/Cheney/Rumsfeld/ Bremer totally screwed the pooch when they totally removed the military, the police, and all who had any connection to the Ba’athist party with NO consideration of the consequences of such idiocy. Then add in destroying the social and physical infrastructure as well, and you’ve got problems. Interesting how quickly Saddam was able to restore infrastructure after the first “Gulf stupidity”, than U.S. contractors were able to do after the second, especially as that lack of police and those able to maintain any semblance of order led directly to looting and further destruction…
