It might be true where you live but I can assure you that the claim that most children do “not speak English” isn’t true every place else. I’ll agree with many of your points, but not that one. The claim that most kids entering public schools don’t speak English is an exaggeration.

Depends on where you live. And there was no kindergarten when I went to school in 1959, so her recollections of then aren’t necessarily true either.
