Wyoming has .18% of the Population but i has 2% of the US Senate and 0.22% of the House of Represenatives.

That’s where the Bicameral legislature comes into effect. All States no matter how big or small have 2 Senators, but number of State Representatives are distributed by State population. My Political Science 101 statement of the day.
