    This was an old Asian folktale, the decision of the wisest judge in Japan that the fee for smelling cooking fish to better the taste of nothing but rice to eat should be the sound of money clinking. Can’t remember the name of the judge.

    That’s an old Japanese folk tale about the wisest judge deciding that the cost of the smell of cooking fish should be the sound of money. Can’t remember the name of the judge, he figures in a number of Japanese folk tales.
