    Does a dog not count as a second person? He should be using the HOV lane.

    Don’t forget the “express lane”. Those who can afford it can pay to drive their solo selves in the fast lane, while those who can’t, get to suffer in the rest of the traffic, even if they have one or more passengers. Apparently, the original point of HOV lanes to reduce traffic and pollution has been replaced with civic greed in paying private contractors to build roads and charge for them. Thanks, Atlanta!
