Only if it’s secured by a chinstrap.
If you wear a cheesehead, I believe you’re exempted from the helmet law in most states.
I don’t think Wisconsin has a helmet law, so that fits. (Harley-Davidson is based in Milwaukee, and they’ve probably applied pressure on the legislators.)
Harley Davidson also has a plant in York, PA. PA is another state which allows cyclists to ride without a helmet, if they are “experienced” riders.
