If the churches were providing adequately for the poor, there would be no need for government assistance programs. However, such is not the case. I think it’s remarkable, wholly admirable, and eminently sensible that one of the functions of modern, secular government is to provide for the impoverished. Government of the People, by the People, and FOR the People, and all that. The purpose of “charity” is to meet the needs of the recipient, not to improve the spiritual condition of the giver.

Correct. Religion has no place in “tax and spend”, but neither is government excluded from ensuring minimum standards of living for its citizens. On the principle of “a chain is only as strong as its weakest link”, the “general welfare” IS “individual welfare.” We’re all in this together, folks.
If you gather together three school teachers, three farm laborers, three laid-off factory workers, and Bill Gates, it may be true that the average income of the group is $100,000,000 per year but it’s certainly meaningless. When there are more living-wage jobs looking for people than there are people looking for living-wage jobs, then it might be useful to start complaining about the unwilling-to-work.
