Very true Hector, but at that point Claire should contact the health dept, and city inspector. The lead paint removal alone will take all that money plus anything else the man has for yrs to bring the building up to code. She might be out the money but revenge is sweet!
Looks to me like have a pretty good case. He tried to turn over the apartment to them in faulty, even unlivable, condition (water all over the floor from an unknown leak that could get worse) and wouldn’t commit to fixing it. Sounds like a violation of the lease on his part. They were right to refuse to take possession.
