Not Snoopy’s first thought bubble, but does look to be the first one of the Snoopy we know so well. Schulz did have one where either Patty or Violet had Snoopy thinking the dog catcher was coming for him and we saw Snoopy’s thoughts in a more visual form.
I remember a strip where Snoopy rolled his ears up like hair curlers, I believe to avoid hearing Violet or someone nattering on. That was the first thing I thought of today. This is obviously an older strip with CB still being a smartadze.
