I’m assuming this has to do with NASA trying to make space travel seem more routine by putting a civilian in space, which of course that led to the Challenger disaster.
Political pressure led to upper management at NASA going ahead with the launch despite being warned that conditions were sub-optimal. They were human sacrifices to the cause of making powerful people look good, kind of like military personnel.

Sadly I believe this story line was the lead up to to the Challenger mission that exploded on take off killing civilian teacher Christa McAuliffe
