It’s an assumption, but I don’t think it’s an unreasonable one. Cartoon license plates usually only have room for about 5 characters, rather than the U.S. standard of 7. If all we see are three letters, it seems likely to be only letters, and hence probably a vanity plate.
If I were drawing the strip and wanted a license plate that didn’t draw attention to itself, I’d throw in at least one numeral: “_ _ X 7 T” or the like.
