The police batons have been out of use for a long time, so it is neat to see it in a comic strip, which was a weapon of choice back then. They are extremely effective, but also too effective in that you could easily kill someone with them. Cracked heads result in death too often. That is why they were discontinued by the police.
While starcandles is right about most modern police departments no longer authorizing “tonfa” (what cops called “kubotans”), having this one appear in 19th Century England is a bit of a stretch. The Okinawans developed the weapon, based on a rice flail, after being conquered and colonized by Nippon and being forbidden to have weapons in the 1860s.
