I lived in downtown of the capital city of my state a long time ago, it was sad that all the businesses had this sign, but I understood it. The homeless shelter was nearby, don’t want homeless people who have no money scaring away paying customers. Police loved to ticket people taking care of business down an ally when they couldn’t make it back in time to the Shelter. In my state urinating in public requires a life time registration as a sex offender too.

As someone who has IBS, I can attest to the lack of public facilities in many places. It’s dehumanizing.
