Since they don’t have sand in prisons, the rebel prisoners had to make “gruel bags” as fortifications. Equally effective as sand bags, but tend to smell after awhile in the hot sun.

They had to raid the beach for the sand. They’ll have the government restore the beach once their demands have been met.
