    Man, this is soooo true. I ref’d over 800 amateur ice hockey games. Including goalies, there are 12 players on the ice that you must be aware of. So, while you’re watching the action in one area, a noise (the original foul) will bring your gaze over to a couple of other players – just in time to see the 2nd player retaliate. And, of course, you can only penalize what you see – the 2nd player doing his thing.
