When the pitiful, shattered remnants of the once-proud press corps touched down at Orly today, Mr. Carter's ptopourri diplomacy was coming under sharp attack. As reporters stumbled off to file their dispatches, resentments ran high towards the trip now being referred to as "brief encounters of the Third World". Meanwhile, the President fell asleep during a 21-gun salute today.
