Those two guys are ringers. Anyone employed by Warbucks would be tasked with NEVER giving up. In fact, those two wouldn’t be there at all—it would be Warbucks, Punjab, and The Asp (and maybe Wun Wey too) searching for Annie. I guess Maeder and Kupperberg have never bothered to read Gray’s original strips (I have all 16 volumes of “The Complete Little Orphan Annie” and am eagerly awaiting vol. 17!)
