Not necessarily. I wouldn’t put it past Heart and Dean (and Mr. Tatulli) to use Halloween trick-or-treating as a scheme to have Addy run into the Party Store Guy in an attempt to rekindle some romance.

The way they left the Party Store Guy story (“Let’s find a way to get these two crazy kids together”), I have to imagine it’ll be followed-up on fairly soon, once Halloween is out of the way. It’s not uncommon to punctuate ongoing story arcs with standalones, particularly if you WANT to indicate that time has passed between developments.
