According to the Heisenberg’s uncertainty principle, you can’t precisely know where an atomic particle is AND what it’s doing at the same time, and is the same reason why transporters, as shown in Star Trek, aren’t likely to work in real life any time soon.
Basically, you can’t collect enough information about the air particles to be able to do what T-Rex suggests in real life. But if you could, then theoretically, it could be possible, though only up to a certain degree (the more time passes, the less likely it can be done accurately).
