That should say “1% of the Earth’s surface water at any given time…” since scientists are not certain about how much water exists in, or the potability of the “fossil water” trapped in underground oceans under Antarctica and the Arctic polar cap. Also evaporation from the oceans accounts for the majority of the airborne humidity that later condenses into precipitation replenishing the drinkable water.
More interesting (at least to me) is the fact that the same water we drink today has existed on Earth in one form or another since this ball of mud first cooled to the point that stable chemical compounds could exist
