Some dogs are just full of false positives.

He’s just having a really good time.

The tail is actually wagging the dog.

Yeah, my dog even wagged his tail for my ex-wife, so right there you know dogs don’t really have a clue.

I’ve been told not to approach a strange dog just because he is wagging his tail!
