Poor Billy suffers from ADD and has been sent to the office for disrupting the class. (Actually it was high functioning autism, but the school has refused to recognise the condition. if you think this isn’t possible, that is what has happened to my daughter despite a medical diagnosis of her condition.)

It could also be as simple as Billy distracting the principal enough so that the guy forgets why the kid was sent to his office in the first place.
