This strip is signed by Al Smith who drew them from about 1932, but didn’t sign his name to them until after Fisher’s death in 1954. In a way you guys are both right. The straw hat is not appropriate for this strip but was very common in the early years of this comic when ironically Jeff wore a top hat.

Don’t know when this particular strip came out, but I’m pretty sure nobody was wearing straw hats at the time.
