Don’t waste your wags Koko, he’s clueless. Probably has a snake or a tarantula for a pet.

Some dogs are dangerous to approach when tied up. They can be scared of strangers or feel threatened when their movements are so limited. It’s always best to be cautious, even when they seem pleased to meet you.

Maybe he’s a cat person.

You could say he’s up in the air (literally) when it comes to paying attention to anything around him. Hopefully he’ll be back on solid ground after bit.
