If thugs and thieves would stop wearing hoodies and face masks to hide their identity, this would NOT be a problem.

Clothing with potential consequences would be the Klan hood, the Arab body tents and the Jewish yamaka. Not one functional, but establishing an us and them. Functional clothing is, for us who live with real winter, the coat, boots, mitts and toque.
