Get two big rubber spiders. One in the shower. The other folded in the towel. If she continues, find the main hot water valve and gradually shut it off.

maybe she can join a gym that has a shower instead…not as expensive as a spa.

Better yet take out the big hot water heater, replace it with one that gives about ten minutes of hot water. Short showers guarenteed.
