Is that where the term “flappers” comes from?

It has nothing to do with age. It has to do with not using your arms. I had a desk job for two years and I lost my biceps and got flappers. I then started my own business and do physical work most every day. I got my biceps back and lost the flappers.

That’s why, after a certain age, you are supposed to do weight training along with aerobic.

I was helping my neighbor lift a section of a wooden fence and one of my biceps snapped and rolled up at the crook of my arm like a broken roller blind. The arm still works with the remaining muscle but I’m careful not to overtax it.

No. You’re supposed to increase your chocolate and fried chicken intake to fight it. It’s says so somewhere in the Old Testament…
