Looks like someone spilled water on them and they expanded! Just be glad you two are outside, and not stuck inside under the wool balls.

Border Collies, Australian Sheepdogs, all the herding dogs do a really amazing job of keeping a herd of just about anything together and putting them where they want them to be.
I had a white shepherd that loved to put all the chickens, about 100 of them, into the henhouse. Then guard the door for awhile to keep them in. Getting bored with that she would let them out and then put them back in again, but ever so gently. I don’t know if they ever really realized they were being “herded”
