Under our current system that is all the 40% (no party) can do. To negate the two parties hold on Federal Elections (which keeps the ‘no party’ from voting in primaries) a change is needed. Require that all Federal Elections are to done using ‘Rank Choice Voting’ (negates the limits imposed by parties primaries and encourages all to express their preference) and get rid of the Electoral College.
