Aw, c’mon. The villains are often the most entertaining characters in a story, and we can enjoy them with the full expectation that they’ll lose in the end.
As far as Broomie’s identification with the Wicked Witch of the West goes, well, even in Oz there are witches and there are witches. Despite Glinda’s representation that “Only bad witches are ugly,” Broomie’s more cranky than Evil. She never zaps anyone who doesn’t have it coming (What, never? Well, hardly ever), and she CERTAINLY wouldn’t try to kill a lost orphan girl in order to steal her shoes…

Why so happy Broomie? Your favorite character in the movie melts.

Notice how no one is concerned that Broomie might have hurt herself. Nice frenemies, Broomie.

You better calm down before you hurt yourself, Broomie.

What, no love for the Tin Woodsman? No wonder he cries all the time. I hope somebody has an oil can at hand.

Pay no attention to the witch behind the furniture.
