I was a newscaster in a (relatively) rural county where the sheriff once told me they had their share of “regulars” who would commit a crime in the early fall so they could spend the winter in the county jail: a place to sleep, three meals a day, TV’s to watch, etc.
Once he decided that the hoosgow shouldn’t be a Club Med for vagrants, the sheriff bought a bunch of surplus MREs left over from Operation Desert Storm (“If they were good enough for our soldiers facing enemy fire, they’re good enough for you”), cut out coffee, didn’t replace TVs when they broke down and started a chain gang to perform outdoor labor like litter pickup in exchange for their sentences being lessened.
The usual suspects howled, of course, but Paul Harvey incuded him in his News & Comment and habitual offenders stopped looking at the county jail as winter destination.

“Warden, we’s all need th’ state to take care of us.”
“We’d be pleased to. Officer, polish up Ol’ Sparky and check all of the electrical connections.”
“Wall, that’s mighty nice of you, warden, to clean up ’Ol Sparky just for us. Is that some kinda special high class cell?”
“It’s special, alright. Nobody’s ever asked for it before.”
“Well, now, we’s feeling mighty grateful.
“Hold that thought.”
