Hmmmmm….How about a “net” positive tax qualification?
Everybody pays taxes.
On the federal side take all the money that comes out of your check. Income, SS, Medicare. Anything else you pay to Uncle Sam. Fuel taxes, telecom taxes, etc.
On the other side of the equation count up all of the cash and kind you get back as an individual. Tax credits, deductions, grants, welfare, food stamps, etc. SS and Medicare/Medicaid are exempt because you paid into that system.
If you have a net contribution of at least 1 penny, you get to vote in Federal elections.
