When the Apollo program was being developed the people at NASA estimated it would cost a bit over $20 billion to put a man on the moon. When they went to Congress, they said it would be somewhere between $20 and $40 billion. Then, when the bill came in at about $25 billion — again, right around what NASA had figured all along — they were complimented for keeping it so low.
