Yes, but we don’t find that out until much later in the strip. Or at least the author hasn’t thought of it yet.

I think Ginrummy33 is right – is it possible that the author intended Rosebud to be male at first but changed his mind, later in the strip, as his own way to answer those who claimed that Bloom County looked too much like a male enclave?
