We had a cat that did something like that. He would meow to go out. When we open the door to let him out, he would sit in the doorway and couldn’t figure out what to do. A gentle nudge with the side of a foot helped him make up his mind. Once out, he would immediately want to come back in and meow in no uncertain terms that that’s what he wanted.
Most of my cats did this. I finally “got it” with Mitzi, my fat black void cat. She didn’t want to come back in, she wanted ME to come out and go hunting with her.

Mine does that at both doors. “Nope. It’s raining outside this one too!!!” :)
