I once had a cat that would do that. I have pictures of this. He would flush it first to get clean water, wait until the noise stopped, then drink. He would manipulate his body so his paws remained above the water line. That’s how I found about this. I heard the toilet running, and though “oh crap, the flapper’s bad”. No, it was the cat.
