Here in Chicago, I’ve witnessed kids, especially girls, dressing the exact same way in mid winter, temperature below zero. All I can say is kids, especially girls, are crazy, completely crazy!! I do recall some funny incidents when boys wearing hooded coats in winter, would go around with the hood down. Some other boys would distract him while other would sneak snow, mostly loose wet snow, into his hood. When the boy finally put his hood up, he got a nasty, wet, cold surprise and the other boys (including me) would laugh at his expense!
