Not so much cruel as - often - inevitable. Elevators usually aren’t big enough to get a wheelchair in any other way.
My wife uses a chair; whenever I push her onto an elevator, I usually HAVE to wheel her all the way to the wall, to make room for other people getting on board. Even if I back into the elevator between me & the chair, she’s often up against the door.
