This is referencing Shakespeare’s Hamlet, in which Hamlet is angry at his mother for marrying his uncle directly after his father’s death, in essence stealing the throne of Denmark from him, and in his monologue lambasts his mother’s weakness with “Frailty, thy name is woman!” Garfield is essentially comparing dogs to women, and then calling them weak.
