    So as for the actual question on this comic, the answer is yes: that would be a federal offense if Garfield was a human. However, as Garfield is a cat, he did not commit a federal offense. Animals can’t testify (animals legally don’t understand the concept of “right” or “wrong” which is necessary to testify) so it would be impossible for Garfield to be subject of a federal crime.
