Given that you say the head has been under water for a year now, the party that built the head put a lot of power in it. they also appear to have gone through a lot of trouble to shield the power pack and electronics from the salt water.
If it was a paper weight for a year before that (I am basing this on comments as I started reading back when Warbuck’s best friend was a nail) I’d say that is a really good power pack.
I don’t really know what Xaxos is. I’m just going to call him a miracle of alien/Atlantean engineering (since I caught the last strip dealing with that stint) and say it’s all good. He has an energizer bunny in his head. It just keeps going, and going, and going, and going…
