Odd, because this is something one sees rather frequently (artists sitting in museums and copying the works there, particularly the well-known works)… I believe the idea is that it helps them develop techniques.
I believe that artists have to get very specific permission to paint in a gallery. Many of them don’t even allow cameras, but I’ve taken some anyway- especially of one painting/seriagraph that I wanted to buy. I bought it about 3 years later. Most works on my walls are my own, but a few special ones have a place.

I have seen many painters copying photographs, but I have yet to see them in places like Grand Canyon trying to capture the real thing.
