Magpies in Australia are pretty horrible sometimes. They swoop at people who come to close to the nest. I once saw a bike rider turn around and punch a swooping magpie. This only dazed it for about a second before it tried to swoop again.
I think it’s strange that Cow implies in the last panel that it’s horrible to punch an endangered eagle, but it’s okay, or at least “less wrong” to hit a common squirrel. They’ll both go right for your face anyway, whether you hit them or not.
Actually the joke is really about a series of new years panels he did wherein Billy resolved not to punch squirrels because at least it was a resolution he could keep. It was a really funny series and it got me hooked on cow and boy :)

Actually, my grandfather killed an eagle that attacked his train by hitting it with his fist. Broke its neck, but he had a few scars from the claws.
