The second panel reminds me of a scenario I designed for a D&D campaign. The players entered a room heaped with treasure and goodies, and there was a weedy little guy at a desk who demanded to see their Treasure-Gathering Permit. When they said they didn’t have one, he sent them to another room. These guys spent over an hour of real time and days of game time before they realized they could just kill the bureaucrats and take what they wanted

As an auditor for the City of New York, I was disappointed the second game wasn’t real :)
